Planning & Development District III – Region Planning and Development District III is a voluntary association of county, municipal and Tribal governments. Its mission is to provide comprehensive development assistance to its membership and the private sector. The district offers a full range of services that help the region maintain public services and expand economic opportunities. The association is governed by a committee of elected officials, non-profit organization representatives and business interests. The district employs a professional staff with extensive experience in a variety of development and technical fields.
Planning and Development District III service area includes 15 counties in South Central South Dakota - Aurora, Bon Homme, Brule, Buffalo, Charles Mix, Davison, Douglas, Gregory, Hanson, Hutchinson, Jerauld, Lyman, Sanborn, Tripp, and Yankton. Within our 15 counties are 3 Tribal Governments - Crow Creek, Lower Brule Sioux, and Yankton Sioux. Also within our service area are 60 cities. The total population of the region is 100,582 with 13,218 square miles.
USDA Rural Development supports rural prosperity in South Dakota by investing in modern infrastructure such as high-speed internet and water and waste treatment systems. We help eligible rural South Dakotans buy or rent affordable housing, and we can partner with you to build or improve essential community facilities such as hospitals, libraries, and schools. We boost rural economic development by funding technical assistance for small business owners and entrepreneurs, helping them design robust business plans, find new markets, and promote their goods and services. We also help eligible businesses and manufacturers expand or improve, and we support energy programs that finance renewable systems for agriculture and industry. Because so many of our employees live and work in the very communities we serve, the USDA Rural Development mission is personal to us. It’s this commitment to our neighbors that sets us apart.

In order to address the critical shortage of housing for the members of the Yankton Sioux Tribe, the Yankton Sioux Housing Authority was organized pursuant to Yankton Sioux Tribe Executive Committee Ordinance adopted in 1961. The Authority, as a subdivision of the Yankton Sioux Tribal Government (Resolution 97-21 on April 10, 1997), exists as a legal nonprofit entity empowerment to issue bonds, provide financing, and enter into contracts with the federal government and private groups for the purpose of planning, developing and implementing comprehensive housing assistance plans.
